Administrative coercive measures in China’s administrative compulsory law is one of the important research area, and it is an important part of administrative management and administrative law enforcement practice. Since the administrative compulsory law act issued, administrative coercive measures research went into rapid development phase. But today, as to the concept, nature, characteristics, principles of administrative coercive measures and the relationship between administrative coercive measures and administrative coercive enforcement, our academic circles remains controversial, around the classification of administrative coercive measures exist great differences of opinion and fuzzy understanding. But for administrative management and law enforcement practice, procedural terms understanding and learning of administrative coercive measures is still in the initial stage, which needs proper guidance and advice to help the administrative law enforcement personnel to use. In view of this, this paper, from a new angle, formulate the connotation and extension of the concept of the administrative coercive measures, classify and summarized on fundamental points of the administrative coercive measures, to strengthen the theoretical analysis of administrative coercive measures. I hope that I can formulate administrative coercive measures’concept, properties, characteristics, principles of detailed analysis, the administrative coercive measures related concepts through this paper and elaborate the classification and the shortcomings of administrative coercive measures on the legislation of administrative compulsory law. I hope it also can make some appropriate points for building more standardized and systematical administrative system of compulsory measures and provide some beneficial reference and ideas.
