Community service for the aged is the new type of community services to solve theproblem of an aging population, population migration and smaller size of families. D isone of the earliest cities which has built the system of the community service for the aged,it is13years earlier than the level of others’. In this paper, we use the Welfare Pluralismtheory to analyze the problems of the Community care service of D City, put forward thesolutions, and we think that the service is not just provided by the government, but alsoby the market and the society. We hope the paper will make contribution to improve theD city ’s community service system and promote social steady development.The thesis consist of five parts. The first, is the background, research significance,literature review, research methods and innovation; the second, is the related conceptsand theorietical explanation. We defined the meaning of community service for the agedand the other words, lists out Ross’s welfare theory framework: countries are not the onlyprovider of social welfare, market can participate in providing social welfare, the societyshould also be involved in the provision of welfare provision; the third part, is the presentsituation of D city’s community service for the aged, including the content, the forms andthe aged’s evaluation of D city’s community service for the aged; the fourth part, are theproblems and reasons of community service for the aged in D city. The problems includethat, the supply and demand of community services for the aged are disjointed; thedevelopment of industry is immature; the participation of social organizations areinadequacy. Then we use welfare pluralism theory to analysis the reason of communityservice for the aged problems. The location of function is inaccurate; the enterprises arelack of the power of entering community service corporate; the social organizations lackability to join into community service for the aged. The fifth part,are the solutions of Dcommunity service for old-age problems. Put forward to establish community servicesystem, taking by the government as the leading enterprises; entertainments should enterthe industry actively, while the social organizations should improve their ability ofparticipating in the community service for the aged.We analysis the present situation and problems of D community service with literature research method, theoretical analysis, empirical analysis and normative analysiscombined method and questionnaire method, then proposed the solution. Put forwardconstructive suggestions for the community service development of D city. Hoping thepaper can make contribution to the development and improvement of D City communityservice, and the development of services for the aged.
