The Social Security System Of Social Gender Studies In China

Social security plays an indispensable role in keeping the social to be fair and just, and it also plays an important role in promoting fairness in gender. More than10years after the UN put forward "Gender Mainstreaming", and the UN called for the countries all over the world that gender consciousness to be included in making policy. It has an important significance for promoting "Gender Mainstreaming" and fairness in gender as researching the gender fairness of China’s social security in this context.In this paper, the author introduced the perspective of the gender theory at first, and then, brought forward the welfare thought in the gender theory. On this basis, the author did some gender analyses for China’s social security. The author found that every system has gender blindness in vary degrees with a review of China’s social security. The systems include maternity insurance, protection for female workers that which has close relationship with women and pension insurance, medical insurance, employment injury insurance and so on. The gender blindness involve in the system design and operation. The gender unfairness shows up as the neglect of the physiological feature of women, and also shows up as overstating the physiological feature of women. In the direction of the gender theory, the author found that the deep reasons of the gender blindness are women’s weak position in the modern risk society; the barriers form social security system, women’s cumulative weaknesses in education and employment. But all those reasons point to the female’s role in the traditional gender consciousness which is the construction role of gender culture.After examine the advanced experience in promoting "Gender Mainstreaming" and the construction of social security throughout the world, the author tried to looking forward of the social security in China, and put forward some feasible suggestions. In the future of the social security system, we can increase the insured and raise the unified accumulation step by step; we can also introducing gender perspective to the reformation of social security. Promoting the gender fairness of social security is long process, and it can not accomplish in an action. It needs the striving of government, social organization, scholar, and the pubic. The reformation of the system can be trial in some cities and be undertaking the popularization and development. We should do it through further research and push it step by step.
