The South China Sea Sovereignty Dispute Solve The Difficulties And Countermeasures Thinking

The South China Sea disputes refer to China, Vietnam, Philippines, Malaysia, Indonesia, Brunei and China Taiwan. That is to say it presents the state of "Six countries and Seven aspects"’. In recent years, the struggle around the sovereignty of the South China Sea is becoming increasingly complex.The article analyzes that China is facing three dilemmas to solve the disputes: the rise of China needs to resolve the disputes around the sovereignty of the South China Sea, but the disputes cannot be solved in the short term; the Chinese government advanced the concept of "setting aside dispute and pursuing joint development", however, the reality in fact is "dispute aside and advanced development" by relevant countries in Southeast Asia; China objects to the multilateralization and internationalization of the South China Sea disputes, but the tendency of multilateralization and internationalization are enhanced. Then, this paper analyzes the cause of the South China Sea disputes from the global, regional and national levels. From the global levels look, the South China Sea disputes inevitably become the focus of attention of the world, because the world power center accelerates towards the Asia-Pacific region and the major powers of Asia-Pacific region including the United States, Japan, India and Russia have set feet in the South China Sea. From the regional levels look, the South China Sea is the important strategic point of location, rich natural resources and full of a variety of safety problems. In the fiercely international competition background, the countries around the South China Sea and foreign powers will not give up such a strategic position; From the national levels look, in order to alleviate the domestic political pressure, promote economic development sustainably and improve the strength of themselves under the help of America, the countries around the South China Sea constantly stir up trouble. Based on the analysis of the content, this article will solve the South China Sea disputes from the global, regional and national levels also. In the global level, on one hand China should correctly copy with the international system changes, on the other hand China should handle the relationship with the large countries outside South-East Asia. In the regional level, China should deal with the ASEAN relations. It is divided into several parts as follows:Deeping economic cooperation to increase ASEAN’s dependence on China’s economy; Deeping political cooperation in order to expand mutual trust; Strengthening military exchanges and cooperation to reduce the mutual suspicion; Deeping cultural exchange and cooperation to enhance China’s cultural influence; Increasing the non-traditional fields of cooperation to enhance mutual understanding and trust; In the national level, on one hand China should correctly copy with the disputing countries (such as Vietnam, Philippines, Malaysia, Indonesia), on the other hand China should handle the relationship with the "interest concerns countries"(such as Singapore, Thailand and ASEAN’s other countries).The South China Sea disputes are full of complexity of acuteness, because they are in relation to China’s sovereignty, national interests and security, also involve in relevant countries’ strategic, political and economic interests around the South China Sea. and intertwine with the major power’s regional dominance. In view of this, China should vigorously strengthen the comprehensive national power and carefully process.
