Nowadays, with the rapid development of social economy, the value of animals being used as tools is decreasing day by day. Instead, they are replaced by the advanced science and technology, raising animals is becoming a trend of fashion, a life style. In private laws area, it is not illegal if laws don’t stipulate. Laws don’t prohibit that people can have animals, but animal is a source of potential danger. And because of that, more and more disputes over animals emerge with the widespread raise of them. It always happens that pets tend to frighten and bite people and is frequently reported on visitors attacked by animals in the zoo by media. Therefore, the relative formulated laws and regulations are needed in the national wide to solve the animials infringement cases which are becoming increasingly complicated and frequent.With the Tort Law published, which makes the stipulations more detailed and comprehensive in regard to the liabilities of raising animals. It comes up with new changes compared with General Principles of the Civil Law and embodies the diversity of the principals of liabilities and strictness of Exemptions, also adds situations of several special responsibilities. Despite that the release of Tort Law diversifies the legislation of animal infringement, it is still difficult to solve and practise the complicated matters in real situations. It is also confusing when it comes to the practice of justice, at the same time, there are many highlights to elaborate with the release of the new law so as to build a common ground of understanding with the former one.From this point, by the research of basic knowledge on damage liabilities for keeping animials, this thesis intends to carry out a discussion based on the issues from the applications of laws in practice and to make it better for our country’s relative laws with the introductions relative laws from other different countries. This thesis also emphasizes on the theoretical analysis of damage liabilities system for keeping animals to research the liabilities for damages of animal keeping, and presents author’s idea, carry out discussions over compensation criterion on damage liabilities for keeping animals and detailed situations.
