Institution, Organization And Operations:Research On The Supply System Of Basic Public Service For Rural Raimained Children In China

According to Research Data came from China Women’s Federation in2008:The children remaining in rural areas were about58million, and there are more than40million children were less than14years old among these stay-at-home children.In all the rural children, stay-at-home children had been28.29percent, the phenomenon of children left behind in the countryside had been widespread and continuely increased. At the5th total conference,17th Central committee,Communist Party of China, the CPC made it be one of the ten tasks in the12th five yeas planning:Promot regional coordinative development and Social construction, establish system of basic public services. The CPC had Proposed:Conform the living better expectance of different nationalities, Pay more attention to principle of over-all consideration and proper arrangement,ensure and improve living standard, boost social equity and justice. Guided by this, during Hubei’s ’Two Congresses’, represent committee valued stay-at-home children who could not be overpassed again.The first part of this thesis mainly present the theory of SSP, introduce the conception, proof that why SSP can be used researching the problem of this thesis and the probability of regarding SSP as research tools.In the second part, according to the data which come from the survey questionnaire, present the issue of basic public service system for remained children within descriptive analysis. It includes less for total supply, worse matching, poor communication and so on.In the third part, try to analyze the reasons why there are so many problems in the basic public system within SSP. To sum up, three reasons lead to it:1.Shared services cause Incomplete institution;2. Scale economies gone first cause lacking of organization constructing;3. High transaction costs cause inefficient operations and management.In the fourth part, propose feasible suggestion on the basis of reasons for issue and optimize for right structure,so that receiving ideal performance level.there are there methods to do it:1. Complete the institution, improve perspicuity and earnings of the service;2. Strengthen organization constructing, play positive effect of the scale economies;3. optimize for operations and management, cut down transaction costs. In the end, elaborate deficiency of this thesis and describe the trends. Only in this way, we can strengthen sustainability and adaptability of the research in the future.
