Polycentric Governance Under The View Of "three Not" Foreign Women Governance Research Problems

"Three illegalities"(illegal-entry, illegal-residence and illegal-employment) foreignfemale-existing in China-will gradually shows up from the hidden corner in our socialadministration. Two ways proving their illegality: illegal entry and illegal residence which areaffecting the social harmony and stability of China. At present, deportation is the onlycountermeasure to deal with them. And under the single center of governance, the follow-upmeasures’ missing makes traditional measure hardly can get its expectation. However, inPolycentric Governance Theory, breaking government as the sole subject of management andsingle power center will be beneficial for seeking methods of dealing with this problem. Thisarticle do some study on this problem from two layer-the government internal multicenterand social management center-exploring Polycentric Governance Theory’s practicability insolving "illegal immigration" foreign female problem.
