In the macroscopic context of building a harmonious society, the social securityincreasingly becoming the focus of attention. The seventeenth session of the PlenarySession5of the party’s "125" period to focus on improving people’s livelihood, adhere tothe "wide coverage, basic security, multi-level, sustainable" guildline, a sound socialsecurity system covering both urban and rural residents. Under the influence of theinternational financial crisis, China’s economic situation is also appeared greater volatility.In this case, accelerate the establishment of the social security system covering both urbanand rural areas, improve the system of social security, raise the level of social security, theplay of the social security system of economic "shock absorber" and social "stability" rolefor the protection of the basic livelihood of the residents, stabilize consumer expectationsand to maintain social stability and the stability of the state has an important role.This paper attempts to build a complete and practical evaluation of the level of socialsecurity system, in the comprehensive evaluation method using factor analysis and clusteranalysis methods, urban city on Chinese30provinces, autonomous regions (excludingTibet, Hong Kong, Macau, Taiwan) in2010the social security level of evaluation andsorting, for each region, the government departments at all levels to objectively evaluatethe social security system, which found that the problems in the system to provideempirical data for the related improvements.Hope that through this study, to make people pay more attention to the phenomenonof regional differences in level of social security in China, according to local conditions todevelop relevant policies, to promote the health of social security, comprehensive,sustainable development, in order to help people to better enjoy the economic and socialdevelopment results.
