This paper is a review of Karl Kautsky’s political thoughts and tactics, in accordance with the four controversial issues of Labor Movement, including the dispute of Erfurt Programme,.the dispute of "Kautsky’s Resolution" and the debate between Kautsky and Rosa Luxemburg、Antonie Pannekoek.At the end of19th century and beginning of20th century, how to prepare for and achieve the socialist revolution was put on the agenda by various historical events. And then the main task, the second International theorists and activists,such as Kautsky undertook, is to analyze the era of imperialism and the socialist revolution’s coming and formulate the policies and strategies of the working class struggle. In the process of leading the labor movement. Kautsky offered the answer, and developed the Marx’s thought.Kautsky was described as a "renegade" by Vladimir Lenin in his classic pamphlet "The Proletarian Revolution and the Renegade Kautsky". And For a considerably long period of time, this political judgment has affected the objectivity of study on the "Kautsky’s problem", until today, the influence is still being. Therefore, it is necessary to re-interpret Kautsky’s political thoughts and tactics by reading Kautsky in the original and learning historical facts, and then make a fair evaluation of them.Today, the strategies,which the socialist and Communist Parties in developed capitalist countries pursues, coincide with kautsky’s in many ways. And some Kautsky’s opinions are not suitable for the new condition, however, his way of thinking and analysis on the formulation of policies and strategies in working class struggle provides long-lasting inspiration for pressing forward the socialist cause.
