I have explained the origin, the development of administrative benefit with history analysis. With the comparative analysis to compare the similarities and differences of the foreign system of administrative benefit of historical development, to comprehensive study of China’s administrative benefit system.Thus, from studying the foreign scientific administrative benefit system, learning foreign advanced experience of the benefit of the administrative system, the goal is to put forward the Suggestion of perfecting our country administrative benefit legal system, from clearing the necessity of construction administration benefit system,building up the scientific concept of administrative benefit, perfecting the legal system construction, Enhancing the enforcement level of benefit and to expand the scope of administrative benefits and judicial relief, so we gradually perfect our country’s administrative benefit system, and develop the function of the administration presentation.
