Research On Community Service Under The Home-based Care For Elderly In Siping

Home-care for the aged is a traditional method to support the aged. Chinese people seethis method as main living method for the aged and never changed even after implementingthe reform and opening up policy in the last30years, or after urbanization, industrializationand actualizing market directed economy. In this paper, the author made a research on currentsituation of home-care for the aged in Siping city and found out that most of the aged choosehome-care except some old people who experienced family changes. And reasons for theirchoices are in the following. Firstly, people above60years old enjoyed low incomes beforethey retired (before the reform and opening up, government gave them low salaries while afterthe reform and opening up, their boss gave them low salaries). Secondly, they did notaccumulate some surplus wealth. Though, they had some savings, yet, they did spend them onliving, paying for medicine and children’ marriage. Thirdly, they are affected under atraditional idea that they should be cared at home, otherwise, their children will be seen asdisobedient children and they will be seen as “strange old men”. However, since the onlychild policy has been applied in cities widely, most families have only one child, two parentsand four grandparents which is called “421” family condition, then children do not haveenough time and spirit to take care the elderly even to give them enough services. Therefore,internationally speaking, it is feasible to support community service for the aged who areenjoying home-care. Nevertheless, there will be great changes to combine community servicewith the home care for the aged due to long-time shortages of money, service items as well asserving teams in cities. Hence, the author does research on communities of Siping city,sampling survey on communities, then analyses results objectively. Beside, the author pointsout suggestions on developing community service based on home care for the aged which willbe suitable for cities and towns in China.There are totally six parts in this paper. Initially, it is research background, researchmeaning, research methods, innovation and the shortcomings. Besides, it is a introduction oncurrent situation of home care service and community service for the aged in Siping city. Inthe third part, the author presents main problems exist in these current situations. The fourthpart is about the enlightenment from international and domestic experience on developingcommunity service based on home care service. In the fifth part, the author shows suggestionson improving community service based on home care service in Siping and points out thebasic model. Finally, it is the conclusion.
