| Socialist democracy can provide political guarantee towards a comprehensive well-off society, modernization and rejuvenation of the Chinese nation. The progressive improvement of socialist democracy in China has been in place since the country welcomed reforming and opening up, yet it is far from being perfect as the incomplete procedures fail to create a full liberty and also impede further development of socialism theory with Chinese characteristics.The notion of procedure is firstly introduced into democracy by China’s3rd collective central leadership, who brings the institutionalization, standardization and proceduralization up to the precondition of socialist democracy and socialist political civilization. This enriches socialist democracy theories hold by Mao Zedong and Deng Xiaoping.Democratic proceduralization means to decompose democracy into certain procedures, regulations, orders etc in a move to ensure the effective implementation of democracy. This signifies the move from entity to embodiment. Entity is the final goal or an idealized mode of democracy; while proceduralization is physical practices. Democratic proceduralization should aim to expand citizens’ participation in political affairs in an orderly way.Following the principles of dialectical materialism and historical materialism, the article studies Jiang Zemin’s democratic proceduralization from its origin, historical background, content and values. The author believes Jiang’s democratic proceduralization is an advanced scientific theory that should be insisted on during the course of China’s democracy.Jiang’s theory of democratic proceduralization is further development of Marxist democracy, the meaning of Chinese political democracy, a breakthrough in progress of Chinese democratization, and a keynote in Chinese political democracy, which will quicken the pace of democratic progress in the country, at the same time, it ensure the development and construction of political civilization in the country. |
