Xunzi is a representative of Confucianism, a great philosopher who lived during the late Warring States Period. He had constructed his own ideological system based on Confucianism and the critical inheritance of Hundred Schools of Thought, and laid the foundation of "Li"(Ritual Propriety), which has a profound influence on China feudal society. His ideology is the treasure of Chinese traditional ideology.Right now the tide of economic globalization is impacting on every economy of the world. And China is undergoing the critical period of building a well-off society and social transformation. A progressive achievement has been made in the reform of political structure, but a series of urgent problems are yet to be solved. It is of primary importance to solve these problems in order to propel the reform of political structure.In the meantime, the research on administrative ethics in Chinese academic circles is under way and has gained valuable results. But the fact is that the current research in China is mostly based on relevant studies from western countries rather than exploiting the resources from Chinese traditional ideology. Therefore, from the perspective of Chinese traditional ideology, this dissertation aims at probing into the core values of XunZi’s administrative ethics ideology and analyzing its significance to the construction of China’s administrative ethics and the reform of political structure. It is hoped that the study can shed some light on current reform of political structure.There are four parts of this dissertation:The first part is a review of the studies on XunZi’s administrative ethics ideology in recent thirty years and preparatory discussions on the major issues and trends of the studies. The second part is the analysis of core values of XunZi’s administrative ethics ideology——ritual propriety and law, rule of virtue, thoughts of enriching the people, people-oriented thoughts. The third part investigates the basic values of the administrative ethics in modern society, including people oriented, democracy and the rule of law, fairness and justice, freedom and harmony and honesty and uprightness. The forth part is a discussion of the enlightenment of XunZi’s administrative ethics ideology study to modern society. In conclusion, the study of XunZi’s administrative ethics ideology has important reference meaning to propelling the reform of political structure and the construction of administrative ethics at the decisive point of social transformation in China.
