The conception of Public Service Motivation (PSM) was proposed by Perry and Wise in1990. During the past decade, PSM attracted more and more attention from the scholars and the studies on this issue boosted. In China, the related works have not started for a long time but it is going to a rapid expansion period.Using the data of the questionnaire among the provincial government employees in China, this dissertation based on a integration of literature review and empirical research, apply the tools such as Confirmation Factor Analysis (CFA), Correlation Analysis and Hierarchical Regression Analysis to explore the structure of PSM in China and PSM’s impacts on Job Involvement (JI) and Job Satisfaction (JS).This dissertation has five parts:(I) Introduction. This part introduces the backgrounds and meanings of this study and gives a brief presentation of the research ideas and structure.(II) Literature Review. This part reviews the conceptions and related studies of PSM, JI and JS.(Ⅲ) Research Approach. This part explains the selection and general status of the samples and the analysis methods which will be used in the next part.(IV) Results and Discussions. This part shows the results of the whole empirical research and discusses the structure of PSM in China and PSM’s impacts on JI and JS.(V) Conclusions and Suggestions. This part based on the conclusions suggests public sector enhance the PSM of public employees to improve the qualities of public service.This study proves that the adjusted Perry’s four-dimension structure of PSM, which includes Attraction to Policy Making (APM), Commitment to Public Interest (CPI), Compassion (COM), and Self Sacrifice (SS), has a good fitness with the samples. The level of JI and JS of the samples are both high and PSM has positive impacts on JI and JS, especially the APM and CPI dimensions.According to this research, the author thinks that the public sector should pay more attention on the employees’PSM in the selection and promotion. The management methods such as flatting management could be applied to advance the JI and JS of employees.
