With the development of society, more and more factors affect China’s foreign policy decisions,as a domestic and social factor, the impact of public opinion to China’s foreign policy decisions hasbecome increasingly prominent. This paper is to elaborate the public opinion’s impact towardsChina’s current foreign policy decisions, describes the positive impact of public opinion on foreignpolicy decisions need to be and must be present. Analyzing this problem not only expands thetheory of public opinion but also to strengthens the positive impact of public opinion on China’scurrent foreign policy decisions have important theoretical and practical significance.This paper describes the significance of the topic of the paper and analyzes the currentsituation of this topic at home and abroad, the academic value and applicational value, introducesthe research methods and ideas, it also indicates the focus, difficulties and innovation of this study,and then briefly introduces the concept of public opinion and its main classification of subjectswhich contains attentive public, secondary public and marginalized public, it also describes theprocess of the evolution of public opinion in China: from the founding of New China to openingand reforming, China’s foreign affairs had the official decision-making feature; form opening andreforming to the late1990s, the government’s foreign policy decision which began to appear signsof "open"; over the last decade, Chinese government starts pay the limited attention to publicopinion and refine the composition of public opinion, the influence of public opinion in China’sforeign policy deepens gradually.In the second part, it points out the main problems of public opinion influences China’s foreignpolicy decisions, that is government does not pay more attention to the public opinion, the "official"decision-making still has a decisive role, the one-sidedness of the mass media during the publicopinion influences foreign policy decisions, foreign institutional construction and specification ofpublic opinion expression is not synchronized and main bodies of public opinion expression arediversified and expression tendency is complexity. The reasons for these problems are multi-faceted,these are the characteristics of the foreign policy decisions affect the government’s attention to thepublic opinion, the own shortcomings of mass media limit public opinion express smoothly, theforeign institution building process is slow, which constrains the development of public opinion, theexpression of the uneven quality of the public opinion creates the irrational interest expression.In the third part, it analyzes the reality and necessity of the public opinion’s impact towards China’s foreign policy making process, the process of political democratization in China promotesthe development of civil society, the improvement of China’s comprehensive national strength andinternational status, the democratization of foreign policy making process as well as the platformimpact of mass media, these factors contribute to the influence of public opinion on foreign policymaking; it is necessary to make the public opinion exist and to play an important role in China’sforeign policy making process, it is an important indicator of the democratization of foreign policymaking process, and it can urge China to make more rational, scientific foreign policy, what is more,it also can bring more powerful domestic support and more margin for China’s foreign affairs.In the last part, for the problems, this part gives some advice: we should gradually deepen theimpact of public opinion towards China’s foreign policy making process, at the same time,government should enhance the ability of controlling and refining the public opinion in order topromote the democratization of foreign policy making process; to make good use of the mass mediaand ensure the smooth expressed channels for the public opinion; speed up the process ofdiplomatic institution building; being the most important subject of public opinion, the generalpublic are supposed to improve their quality and master more knowledge of diplomacy, then theycan make public opinion expression have a rational and professional direction.In a word, through the joint efforts of the government, the public and mass media, publicopinion can not only further effect foreign policy making process but also develop healthily, only inthis way, the voice of China will be heard gradually by the rest of the world, China can establish agood international image.
