The promulgation and implement of rehabilitation law, actually, eitherthe product of the summary of striving for drug control in our country for a longperiod, or the milestone that boosted the guarantee of drug control human rights.<Law of the People’s Republic of China on Narcotics Control> is thesystematically and comprehensiveness law of our drug control work, which wasreflected that the idea and purpose of people first, and also displayed the attachedimportance to drug taking personnel of our country.With the human recognizant of china from strength to strength, in the area ofrehabilitation, the contradiction between measures of rehabilitation and guaranteehuman rights became more and more obviously. Due to mainly policy onrehabilitation for quite some time in our country was give first to take severemeasures against grave illegal and criminal activities. However, with the guaranteehuman rights and rehabilitation personnel equity from strength to strength, manyquestions including imperfect of rule, unreasonable of system, advancing concrete andcoming apart of reality owing to habituation of ideal and unduly abstract. It was leadto the encroaching on rehabilitation personnel’s rights.In this paper, we carried out multi-analysis that under the current measure offorce quarantine drug treatment, the human rights of rehabilitation personnel shouldbe attained according to our law. Meanwhile, we demonstrated the current situation ofequity of rehabilitation personnel’s rights and analyzed the reason about it. Afterwards,we put forward the operation of how to supervise the exercise of public power duringthe forced isolation treatment, how to treat the personal right of drug addicts, and howto consummate the management system of forced isolation treatment.
