Study On The Public Participation Of China’s Local Government Performance Evaluation

The discussion of this paper is mainly carried out in the context of "service-oriented government", Government Performance assessment is an emphasis on the service concept and customer-oriented mechanism, and it is the practice of "service-oriented government, implementing the service concept as a means. With the gradual strengthening of the deepening of the reform of government administration and public body consciousness since the1990s, the public became important subject of the government performance evaluation, and public comment is increasingly becoming an important content of the Government Performance Evaluation. In the practice of the Chinese government performance evaluation, many areas have been organized citizen regent of government activities, and the results are used for the continuous improvement of organizational performance. The performance evaluation of local government as a management measure, it is pursuing "In the public-oriented, performance improvement, social satisfaction metrics" new governance philosophy. In theory, the public participation in government performance assessment is what our current internal requirements for building service-oriented government. In practice, the public as the government’s service object, compared with the other main assessment, responds the most direct and real feelings to the performance of the government.This paper fully affirmed the public participation of Local Government Performance Evaluation integral an important part of local governments to achieve democratic ideals, to build a service-oriented government, and learn more about an important channel of public demand. Focusing on the public service from the service-oriented government and the quality of service, this paper discussed the plight of public participation in the assessment of local government performance in China and their causes, comparative analysis between China and foreign public participation model and the trends prospect in the assessment of local government performance. Finally, explore the conditions of public participation in the implementation of the Local Government Performance Evaluation and briefly build basic recommendations for public participation in local government performance evaluation.
