21century is the age of the Knowledge Economy, competition of talent is exactly thecompetition between society and countries, if certain organizations want to make theiremployees feel like having the sense of belonging and honor, they will have to create aplatform for their employees to achieve their best rewards, and to make them fully exert theirpotential and wisdom, so as to improve employees’ motivation and their satisfaction to theirjobs, then to retain staff and to create value for the organization. Therefore, it is an importanttask to test and evaluate the satisfaction of employees for their current positions, and toactively improve job satisfaction of employees through various measures.The staff investigation in the public service field is which for the public service businessthat persuades to realize the public interest and provide universal public service. Thesatisfaction stems from the "customer satisfaction" in business field, which refers to the statusafter comparison between expectations and the perceived effect for a certain product orservice. The theoretical study and empirical analysis of the “satisfaction survey” has achieveda lot in commercial sector, but still not having much researches and applications in the field ofpublic service. The “staff satisfaction” in public services field is the quantitative indicatorswhich describe the employees’ satisfaction for their work environment of their organization,of whom are engaged in public service. The condition of employees’ satisfaction can beknown well for sure through the survey.This article take a review firstly for the related theories and research history of employeesatisfaction, then get the basic concept and explore the frontier theory; Secondly, taking thecommunication service industry in Jilin as an example to introduce the research methods andmeasuring tools of “staff satisfaction”, to point out the operation method and some attentionswhich aim at “staff satisfaction” survey; And then put forward several ideas of doing the staffsatisfaction survey further better in the public service domain.This article will explore the scientific management methods through the survey of staffsatisfaction, to make organizations having a complete understanding of employees’ basicsituation and fully grasp of employees’ appeal, and thereby improve employees’ satisfactionon their current positions more effectively, to provide advices for improving managementsituations of public service industry.
