Our present administration reform mostly focuses on macro level of system and structure,and limited to the change of the quantity of government agencies and government functions,while the investigation of the micro management issues within the government lacks. Toimprove management capability of the government, the innovation of the governmentalmanagement system, institutional reform and functional changes should be regarded as partsof the management issues within the government, and reasonable performance assessmentindicators are necessary to assess the effect of reform on the government managementcapability. The government performance assessment indicators mostly focus on economicindicator, resulting in the presence of vanity projects, and obstacling the coordinationdevelopment of economy and society. For the government, the correct view of governmentachievement is exactly the correct performance view. To implement the correct view ofgovernment achievement, the performance of government should be assessed reasonably.In this paper, we first investigate the situation of the research both at home and abroadon local government performance assessment, and discuss the application of balanced scorecard in the government performance management. Next, it is about the structure of basictheory, we focus on the development, structure and advantages of balanced score card, and thetheory associated with government performance assessment. Then,we discuss the feasibilityof the application of balanced score card in the local government performance management.We first analyse different government performance assessment system and the problemswithin them, and then we demonstrate the feasibility of the application of balanced score cardfrom the aspects of value, system and technology. Finally,we find out a method to establish alocal government performance assessment system,which is the core of this paper. The designfor local government performance assessment indicators have to follow the general principleand particular principle, and the structure for local government performance assessmentsystem based on balanced score card can be split up into for indicators: governmentperformance, government cost, internal management process of the government andgovernment learning and development, then these four indicators would be refined into62third class indicators, and determine the indicators weight by Delphi method. This paper investigate how the government use the performance assessment systembased on balanced score card by means of empirical research, literature research, comparativeanalysis and questionnaire survey. We can adjust this assessment system according todifferent situations and development strategy, such that the assessment system can providetheoretical and practical guidance.
