Research On Improving Rural Public Cultural Service System

"Three Rural Issues" has been put forward in1982and has been living in an important position in the process of socialist construction in China. Chinese own general improvement in the material level. At the same time, the spiritual and cultural needs are gradually growing. Rural cultural construction has achieved remarkable results, but there is still structural imbalance of supply and demand. One important reason is the imperfect expression mechanism. On the basis of previous studies, Some scholars have constructed the overall framework of the mechanism of expression, but the problem is that the need to express subjective consciousness is not strong, demand channels of expression is not smooth, and the government’s response is not strong. Based on the new theory of public services and service-oriented government theory, the author selected J town in Jiangsu central region to do empirical research. Through questionnaires and in-depth interviews, the author found that supply and demand problem of public cultural services is more prominent in J town. Some farmers’awareness is not strong, the real demand channels of expression did not occur, the government’s response needs to be strong. Due to the presence of the above problems, farmers are not satisfied of the cultural services currently provided. On the basis of empirical research, the author analyzed deep cause and then put forward to improve the overall framework of demand expression system, striving for effective interface between the supply and demand of rural public cultural service.
