Democratic Decision-making In The Function Of Rural Villagers’ Autonomy

The villagers’ autonomy is a correct road in practice that rural Chinese farmers to explore construction of rural areas, development in rural areas, also the collective wisdom of the Chinese people, it is the third revolutionary change, following the household contract responsibility system, township and village enterprises in rural areas which originated in the early eighties of last century, the rise in the nineties of the last century."Four democracies" is the core content of the villagers’ autonomy, which are democratic elections, democratic decision making, democratic management and democratic supervision. Democratic decision-making is an important part of the "four democracies", the improvement of democratic decision-making or not is a direct impact on the development of villagers’ autonomy. Democratic decision-making in short is all the villagers to participate in discussion and the formation of the resolution of major affairs in the village, reflecting the nature of the people are the masters of socialist democratic politics. At present, the democratic decision-making in rural areas is only in its infancy, there are still some problems, but also played a positive role:the democratic decision-making at the village level to improve the political enthusiasm of the majority of the villagers, mobilize the enthusiasm of the villagers to participate in rural governance, so that the villagers willingness to get a reasonable expression, the vital interests to be safeguarded. Participation in democratic decision-making process, the subjective consciousness of the villagers, participate in awareness, rights awareness, sense of responsibility gradually be nurtured, which is useful of a new socialist countryside construction smoothly and grassroots democracy development healthy in our country.This study, mainly through a combination of questionnaires and field surveys, get knowledge of the current situation and existing problems specifically of democratic decision-making role to play in the Sichuan villagers’autonomy, and to analyze the reasons then given countermeasures. In the survey, we found that the role of democratic decision-making to play in the Sichuan villagers’autonomy has also made certain achievements, such as the Meishan innovation in village-level democratic decision-making procedures and the role of villagers’representative organization of the session reinforcement in Dazhou. Democratic decision-making role to play in the villagers’autonomy is still some problems, its function cannot be fully realized in the actual operation. Such as the mobility enhancement reduce the quality of village-level democratic decision-making, the villagers’ lack of enthusiasm to participate in major decision-making, the villagers’committee on behalf of the people have occurred, the village party branch arranged the village committee, the township government give improper intervention in the work of the village committee. The main reason is rural economic development level is not high, the villagers’democratic quality is not high, village meetings and village representatives meeting role played by inadequate, the discord of the village party branch and the villagers’ committee, the township government and village decision-making relationship dislocation. For these reasons, effective countermeasures to play the role of democratic decision-making in the villagers’ autonomy:First, to develop the rural economy vigorously and improve the villagers’ income; the second is to cultivate the awareness of villagers ordered to participate in democratic decision-making; the third is to straighten out the villagers’ committees and villagers relationship, and give full play role of village meetings and village representatives meeting and allow the villagers to participate in the democratic decision-making fully, to ensure the progress of democratic decision-making at the village level smooth; the forth is to regulate coordination of the village party branch and the villagers’committee effectively, in particular, the village party branch should support the democratic decision-making work of villagers’ committees actively; the sixth is to handle the relationship between good township government and village committee correctly, township government non-interference in the democratic decision-making of the village committee, make correct positioning of the functions in the village-level democratic decision-making.
