We can classify it into the two types: giving vent to their anger type and rights protection type. This paper constructs realistic model of two types to analysis how to use warnings and defense resources by the method of numerical simulation and scene analysis. This paper mainly research problem of group emergency resources scheduling which plays a positive role in dealing with a group of emergency resources scheduling. We can use prior warnings to cut defense resources consumption which has certain practical significance in the ways of improving the efficiency of the resources scheduling emergency, and can provide certain emergency dispatching decision-making support.This paper mainly solves comprehensive configuration optimization problems of the colony accidents disposal measures by constructing emergency models, alarming models, using scene analysis and numerical simulation. Specific research work includes the following four ways:First Pinker proposed the optimization model on some suggestions to deal with terrorist attacks of physical defense and early warning information. We can find the best defense deployed of masses event through the model analysis. And by the use of matlab we can perform numerical simulations of colony accidents.Second, based on the characteristics of rights groups’type emergency, we can use intelligence warning ways to build a rights groups’emergency warning model. This could help put forward early warning mechanism of mutual defense deployments and make sure best defense range of rights group emergencies type.Third, according to the condition information formula, we can get intelligence warnings to deploy the influence of defensive measures. We can also get different DDF function expression form. On the basis of different defense cost, we can analyze the defense measures as a colony accident to the optimal choice.Finally, we can set an example to analysis the theory and test results. And though all of this we can get related policy suggestions of the colony accidents.
