Finance is not only the economic foundation of government in public administration and public services, But also the foundation to protect the development of economic and social stability. In the modern democratic politics,financial problems has always been the focus of contention between political parties of all countries,and financial democracy becomes the core of modern democratic politics. In political practice of all countries, finance involves in evry level of the central, local and grass-roots governing or federal, federal units and the local and grass-roots level. Fiscal relations constitute a country’s basic and core interests and political relations at all levels and types of government. For this reason, all levels of government finances has also become the contents of the party politics.Taking the finance and party politics of the USA as the object of study, the thesis discusses and explains the relationship and mutual influence of the American party politics and finance.On the one hand,the thsis reveals the financial claims and tendencies of different political parties, the impact of the financial struggle of different political parties in federal and local level to the fiscal policy of the U.S.On the other hand,the thesis also analyzes the impact of the financial problems to the formation, operation, and the election of party politics.The United States is a federal state, and party politics is a typical characteristic. Through exploring the bipartisan fiscal policies in different historical periods.,and combined with the analysis of the bipartisan fiscal policies under the current financial crisis,the thesis analyzes the impact of party politics to federal and local fiscal policy and fiscal relations,and the mechanism how financial problems becomes the core content of the American democracy. Studies have shown that the United States implements the two-party system and democratic financial system,and financial democracy is not only the main feature of its financial system, but also the starting point of formulating the fiscal policy. On the one hand,Due to the different orientation of governing philosophy, ideology and interests of the American Democratic and Republican parties under long-term retention, fiscal policies in different periods often have the color of the political parties.On the other hand,the United States imposes the Classification of the financial management system with three levels of federal, state and local government,but the Democratic nature, Legal system and Citizens’ participation are their common features.
