The Study On Mechanism Of Interests Expressing For The Disabilities In China

In social transformation of China today, all sectors increase large differentiation,gradually widening the gap between the rich and the poor. There is a social imbalance inpossession of resources, and the obvious antagonism between different interests isgrowing all the time. The contradiction between the powerful groups and vulnerablegroups is growing much wider. Because of its own characteristics, Disabled groups asthe weakest groups in vulnerable groups, is in the position of the edge in the fight forsocial resources. Their interest demands cannot make their voice heard effectively.Therefore, the establishment of the interests of persons with disabilities expressionmechanism, has become imperative of maintaining the interests of groups of personswith disabilities.Therefore, to the expression status quo for the interests of the groups of personswith disabilities, this paper is divided into four parts. The introduction discusses thetheoretical and practical significance of this study, literature review, research methodsand innovations. Then define the concept of the interests of persons with disabilitiesexpression mechanism. The paper sorts out the course of development of the expressionof the interests of the groups of persons with disabilities, and points out the problemsand produces the causes and countermeasures proposed analyzed and discussed. Itexplores the problems of groups of persons with disabilities benefit expressionmechanism in a multi-angle from the main body of the expression of interest,government and social causes, so that we can provides some suggestions forestablishing the expression of the interests of groups of persons with disabilities. Theproblems of are mainly in the lack of awareness and ability of expression of disabilities;government departments cannot response their demands correctly and timely; China’sexisting interest expression system channel is not smooth; social discrimination as wellas the development of relevant organizations of persons with disabilities are not perfectexpression of the interests of persons with disabilities.In order to solve the problems of the expression of the interests of persons with disabilities, this article propose specific recommendations: from the view of the mainpoint, including the main rights awareness, the ability of express and self-organization;from the view of Government’s point, including the concept of legal and institutionalinterests; from a view of social point, including a barrier-free environment of thecommunity, the mass media and social organizations. This paper attempts to analyze itsproblems and the reasons from the course of development of the China DisabledPersons Interests Express System, and sort out the interests of persons with disabilitiesexpression patterns in the United States, Germany and Japan, and we can learn theirexperience, in order to provide experience to establish a relatively perfect Mechanism ofInterests Expressing for the Disabilities.
