Due to the reform and opening up policy and social transition, people are able to not only enjoy material abundance and social prosperity, but also undergo environmental pollution caused by extensive way of economic growth. In spite of the tremendous economic growth, there are so many problems existing in the social governance. Especial in recent years, massive incidents remonstrating against the environmental pollution have occurred one after another, which have a negative impact on social order, as well as threatening the legitimacy of the government.This kind of massive incidents, namely environmental massive incidents, is one part of massive incidents, and at the same time, similar to NIMBY incidents. Thus to clarify the definition of environmental massive incidents is fundamental to face and solve these incidents. There are many reasons behind the environmental massive incidents. Superficially it is caused by governments’permission of construction of NIMBY facilities or contaminative enterprises; deeply it is due to the unreasonable public policies made by government, lack of interest appeal methods and organizations and rational protection of rights by citizens.The traditional way of solving environmental massive incidents has some drawbacks that is single governance subjects and weak institutional supply. Consequently, we need to wipe out these drawbacks by launching the transition of governance model. On one hand, we should reconstruct the relationship between government, social groups and citizens. On the other hand, we also should design an all-round institution to solve social frictions and contradictions.As to these two parts, Ostrom and his partners put forward the theory of polycentric governance in purpose of creating a polycentric governance subject and constructing an efficient institution. In their opinion, polycentric policy-makers exist in the governance of megacity and this kind of governance has valuable priority to be the ideal governance model in the future. To achieve these goals is an arduous task and a long road ahead, thus, this article tries to answer this question, that is, how to realize this transition.
