Study On The Imbalance Of Rural Basic Public Service Supply In The New Period

Both in the historical and contemporary, the development of rural areas and farmers prosperous status influence the balance and harmonious of the country, the development and changes of the society. However, as the economic reform had achieved certain results, farmers did not share any benefits from the development, for example, the public service delivered to them had not been improved accompanied by the society development. Public service supply is imbalance between urban and rural area, the imbalance also exit in different areas. Which has become one of the outstanding problems affecting the social fairness, justice, and has seriously affected the integration of urban and rural areas and the process of building new countryside style. The study on basic public services in rural areas has strong practical significance, everyone can share the fruits of reform and development equally, access to basic public services equally, which is every citizen’s rights. This is the essential requirement of socialist justice and a harmonious society.This paper adopts the methods both empirical research and normative research, aiming at the problem of the imbalance basic public services supply for rural areas. First of all, put forward the imbalance problem of the rural public service supply in the new period, a manifestation of this problem is the imbalance between urban and rural, areas, supply and demand, etc. Secondly, the imbalance of basic public service supply for rural areas, is caused by various reasons, including the historical reasons, the influence of contemporary economic development period, the administrative system, the social management system, the overall development strategies, the economic and financial system and specific policies, kinds of factors affect the supply of rural public service, leading to the rough problem of rural public service supply. However, the movement of new public service in the world, the construction of the service style government, the construction of well-off society, the construction of a new style countryside, the enhanced national strength and so on, has supplied good opportunities for solving the imbalance problem of public services in rural areas. Finally, in the new era, the advantageous historical period, we should reform the social management system, especially the household registration system, drive on the integration of urban and rural, improve the financial system, establish financial system matching with the administrative functions, improve the rural public service supply system which is the style "from top to bottom", listen to the expression of the peasants’demands, improve the supervision mechanism of rural public service supply, establish the performance evaluation system of basic public service supply. At the same time, accelerate the development of the rural economy, let the village and villagers strengthen its ability of "blood-making", provide adequate preparation for the rural public service supply. This paper aims to show the imbalance status of rural public service, dig deep-seated reasons behind it, propose practical solutions, so that the rural public service supply is improving, and sufficient.
