In order to adapt to the rapid development of Marine technology and the trend of industry globalization, and reach the STCW (2008) international convention for the latest requirements, in recent years, the world’s major shipping countries in the nautical education reform. Due to the particularity of nautical education and certain and strong applicability, and which is affected by the political, economic and other factors, therefore, nautical education administration management in different countries have very big difference. New STCW convention which comes into force in2008,makes people have a new interpretation and expectations on higher maritime education administrative management system. Comparing United States with China in the field of higher education administrative system sailing, can give people a lot of new revelation, also further evidence that China’s higher education administrative system must be sailing through proper reform to adapt to the higher education development of sailing around the world.The author through reading a large number of literature, combining with the characteristics of administrative management and maritime university professional characteristics, focusing on research of nautical education administrative system. This article selects four Angle of higher maritime education administrative system of China and the United States. The first is the higher comparing nautical education administrative power distribution system. Analysis of the decentralized and centralized system in our country’s higher education administrative management system of their respective advantages and disadvantages of sailing and the development trend in the future. The second is the comparison of the higher education administration system subordinate relations sailing. Analysis of nautical institutes administrative subordination relations between the two countries, and discusses the advantage of two subordinate relations. The third is the comparison of the higher education administrative subject sailing. Explore higher maritime administrative main body of education between the two countries, and analyzing the corresponding subject of different influence on navigation education. The fourth is higher education administrative management function of sailing. Analysis of the two countries, the central government and local government in the planning function, legislative function, organization, function and coordination function, supervision function, management function, guiding function, service function, the liability of the eight functions and work, analysis of different management institutions should bear the main responsibility.Through the comparative analysis to the above four aspects, puts forward several aspects of China’s higher education administrative system which should refer to:the first is to establish the appropriate power distribution system,the followed is to establish the hierarchy clear administrative relationship, then is to the diversified administrative management main body diversification, the finally is the criterion of administrative management function.
