The Research On Evaluation Problems Of Administrative Efficacy Supervision Of Jinan City

As an important part of administrative supervision and important link of the administration, administrative efficiency supervision plays an important role in improving management in the functions of government departments, changing work style, enhancing work efficiency, and promoting probity. In recent years, Jinan Municipal People’s Government and Disciplinary Committee and Supervision Department have all experienced helpful trials in administrative efficiency supervision, achieving good results. However, how to carry out administrative efficiency supervision effectively, how to evaluate the results of administrative efficiency supervision scientifically and reasonably, especially how to use the results of evaluation, it demands for positive quests in the evaluation organizations, systems, contents, methods, results, feedbacks and trainings.This paper started from analyzing the background, significance and present research situation of administrative efficiency supervision, referring to the positive results and beneficial experiences in domestic and abroad relative fields, and defined the connotation and characteristics of the evaluation of administrative efficiency supervision. It states the modes and methods of administrative efficiency supervision in Jinan comprehensively. The paper analyzes the deep-seated reasons of the problems, combined with new public management theory, power balance theory and scientific outlook on development. Using the management concept, it introduced technologies and mature methods in evaluation of the administrative efficiency supervision in Jinan. It tapped the management potential of administrative efficiency supervision, and put forward some constructive suggestions for improvement about the evaluation of administrative efficiency supervision.In the process of research, this paper adopts literature research, comparative research and empirical research method and so on. Through the theory of the evaluation at home and abroad, we combined them with Jinan’s local practice.What’s more, we carried on the systematic and comprehensive research.Through the analysis and study, this paper tried to combine the evaluation of efficiency supervision with guidance idea, the government responsibility idea, public service concept and the government efficiency concept. It reinforced the evaluation of administrative efficacy supervision by organization construction, system construction, construction of evaluation system, the feedback, intensifying publicity and education. Aiming to establish a more systematic, more scientific and more comprehensive evaluation of administrative efficiency supervision, this paper investigated and analysised from the perspective of empirical, and made a in-depth thinking in construction of evaluation system.Main contributions of this paper:1.Try to analysis and research evaluation of administrative efficiency supervision in using management perspective.Issuing questionnaires in target groups of administrative efficiency supervision in Jinan, we wanted to know the attitude of them in evaluation content of administrative efficiency supervision, and we compared attitude with the results of Jinan’s democratic appraisal in five years.It analyzed the emphases and directions of evaluation in further.2.Using new public management,scientific outlook on development and power balance theory, we put forward evaluation system framework and designed some evaluation indexes of administrative efficiency supervision suitable for local condition. It provides reference for the design of refining index of efficiency supervision and a practical way by which we can realize the diversified evaluation of the administrative efficiency supervision.3.Aiming at the evaluation problems of administrative efficiency supervision in Jinan, it put forward some suggestions.It includes six aspects such as organization construction, system construction, evaluation content, means innovation, feedback and propaganda education etc. It suggests practical measures and work directions for evaluation of administrative efficiency supervision in Jinan.
