Russia is a country across Eurasia, which has an important position in the world.Although after the collapse of the Soviet union, Russia overall strength declined, butit still has a major influence in the world. Since the new century began, Russia hasgradually formed a stable Asia-pacific strategy, which made a profound impact to theAsia-pacific region. This paper made a comprehensive and systematic elaborationtowards Russian Asia-pacific strategy.In the first part, it introduces the formation of new century Russian Asia-pacificstrategy. The author firstly analyze the background of Russian Asia-pacific strategy,then analyze why Russia attached great importance to the Asia-pacific strategy.In the second part, The author respectively analyze the goal and content of theRussia’s Asia-pacific strategy in the new century, New century Russia’s Asia-pacificstrategy has three main goals: ensuring Russia play an important role in worldmuti-polarization pattern, seeking support and cooperation to develop Russia’seconomy, resuming Russia’s economy as soon as possible and enhancing Russia’scomprehensive national power, safeguarding national security interests, eliminatingthe influence of NATO eastward expansion. Russia Asia-pacific strategy has thefollowing four contents, which is: fully recovering and develop relationship withAsia-pacific countries, Strengthening the economic diplomacy, expanding economicand energy cooperation with all countries in the Asia-pacific region; Positive attentionand involvement in the hot issue, expanding the influence in the Asia Pacific securityaffairs; Strengthening the military existence in the Asia-pacific region to protectRussian security interests in the Asia-pacific region.In the third part, the author further analyze the characteristics of RussianAsia-pacific strategy after the cold war, which is non-confrontational, balanced anddiversity.In the fourth part, the author evaluate the effect of the implement of Russia ‘snew century Asia-pacific strategy, which includes the effect of Russian Asia-pacific strategy and the problem the implement facing. The Russian Asia-pacific strategymainly has the following influence: firstly contributed to the far east area’s economicdevelopment, strengthened the Russia’s eastern security, secondly promoted theformation of Asia-pacific muti-polarization pattern, thirdly promoted theestablishment of the new security mechanisms in the Asia-pacific region, lastlypromoted the economic integration in the Asia-pacific region. While there are alsorestrictive factors in the process of implementing the Russia’s Asia-pacific strategy,which is though Russia attaches great importance to the Asia-pacific region, itsforeign policy center is still in Europe, the Asia-pacific regional security situation iscomplex which limit Russia’s influence in Asia-pacific region, Russia hold a complexattitude towards the rise of China, the domestic economic factors restrict theimplement of Russia’s Asia-pacific diplomacy, in addition immigration, culturaldifferences also influence the implementation of Russia’s Asia-pacific strategy.In the last conclusion part the author sums up the full text, forecast the prospectof the Russian Asia-pacific strategy.
