Modern Russia’s National Policy Making Mechanism And Enlightenment

This thesis, starting from the disintegration of the Soviet Union and functioning of Russia as a country with independent sovereignty in1991, summarizes the whole course of Russia’s national policy-making mechanism including its formation, development and evolvement, analyzes structural characteristics and functions of the policy-making mechanism, generalizes the functioning processes and modes of the policy-making mechanism, which lead to the conclusion and define the important enlightenment for China’s reform and development. Probe into the national policy making mechanism requires not only studying the obligations that state organs shoulder in policy making, relative laws and regulations, political organs that influence the national policy making, but also studying social conditions and international environment under which that the national policy making mechanism operates.The thesis is composed of Four parts. Part One centers around the drafting and approval of the new Constitution1993, reviews the background and development of Russia’s national policy making mechanism, and analyzes the evolvements of the policy making mechanism during Yeltsin administration, Putin administration and Medvedev-Putin administration. Part Two generalizes the structure of modern Russia’s national policy making mechanism, defines relative rules on Russia’s three organs of state power regulated by the present constitution, and summarizes structural characteristics of the policy making mechanism. Summarizes the actual operating process and mode of the policy making mechanism, as well as evaluates the effects. Part three analyzes the factors that the policy making mechanism takes shape, i.e., factors that decide the political status of Russia’s national policy making mechanism. Part Four, as the conclusion of the thesis, states the valuable enlightenments for the political, social reform and development of our country.
