Open-ended labor contract regulation is of vital importance to both employers and laborers’ interests; meanwhile it will bring a great impact on the construction of harmonious and stable labor relationship. But in between employees and employers have different reactions, on one hand, a majority of workers like it, on the other hand the employer avoid it. In order to effectively promote the application of non-fixed term labor contract system, establishing a stable and harmonious labor relation, it’s necessary to establish a new legislative idea, improve the supporting system.In this paper, through a combination of" China Unicom case" analysis of non-fixed term labor contract system, find the applicable in the presence of defects and the reasons, and on this basis, from the legislative, government bodies, enterprises and workers themselves four aspects gives the corresponding improvement suggestions.This paper is composed of three chapters. Chapter one mainly discusses on theories of the open-ended labor contract system including its definition and value proposition. Chapter two focuses on the operation and problems of the open-ended labor contract. Chapter three is the focus of this paper with new view points. It focuses on the legislative improvements of open-ended labor contract system in China. This paper, through analyzing those deficiencies, puts forwards countermeasures on consummating the system.
