Causations,Consequences And Significance In Public Administration Of Populacion Outflow In Minqin County

Due to the harsh natural environment, Minqin, a county of Gansu province, has been defined as a typical eco-deterioration region and gained increased attention from the government and the public. Actually, the population outflow of Minqin has appeared since the1950s. In recent years, Minqin is facing the lack of water resources and the rapid intensification of land desertification which are the two critical reasons of the spontaneous mass continued outflow of population in the region. In order to have a better insight of the population outflow, this dissertation is based on the demographic and sociological theory. By using questionnaires, semi-structured interviews and in-depth interviews and other research methods, the study analyses the characteristics of the population exodus, the mechanism of the causes and effects in Minqin, and moreover, intends to conclude some experiences and give some possible recommendations from the perspective of public administration.The study is formed by six sections. The first chapter of this paper is the background and a critical literature review of the main theories and research findings. Then the second chapter is an analysis and a comparison of the first-hand data which describing the characteristics of Minqin’s population outflows. The third chapter utilized the fifth and sixth national census data to analyze the causes of this phenomenon. The fourth chapter reveals the rural communities impact mechanism of Minqin and the following chapter focuses on the problems caused by the population outflow in Minqin during its development and discusses the measures taken by the government in solving these problems. In conclusion, the main findings of this study which stated in chapter six are:1. There is a spontaneous and long-term population exodus activities which situation is gradually strengthening in MinQin;2. Even though the outflow of population eased the contradiction between the people and the cultivated land in Minqin. However, because of the unorganized and limitations, it resulted in a variety of social problems;3. The population exodus activities divided into subjective reasons and objective reasons. There exists a positive correlation which between the unique population exodus culture and population migration behaviour;4. From the aspect of public administration, the government did not treat the population exodus activities as a material particulars as well as the policy implementation of ecological immigration. Finally in order to become a service-oriented government, the government still needs to make more efforts and reflection on this issue.
