The EU strategy towards Central Asia combines its pursuit for energy and security interests in this region and its desire to promote EU values here. Since the independence of the Central Asian states in1990s, EU has been developing actively relationships with them both bilaterally and multilaterally, and its strategy towards this regions experienced a long and complex process from the early PCAs to the final official document "Europe and Central Asia, A Strategy of New Partnerships " in2007. In order to fully examine the implementation and efficacy of EU’s strategy, this paper aims to track the evolvement of different aspects in this Strategy, namely energy, security, human rights, anti-drug, political relations, water resources management, EU aids, etc. EU’s energy strategy in Central Asia is constrained by a lack of gas supply to the Nabucco Pipeline; the security strategy involves impacts from neighboring powers like U.S., Russian and China; relevant statistics about drug seizure in the Central Asian borders underpins the failure of EU’s anti-drug operations; EU tends to separate human rights issues from other policies in the case of Central Asia; the difference between engagement by EU, China and Russian can be reflected from its water management projects; EU aids changes correspond with the whole strategy evolutions; the impacts of Lisbon Treaty for EU’s foreign policy have not yet reached this region. However, the long term effect of EU’s Education and Rule of Law initiatives in Central Asia should not be neglected. Unlike other powers, EU’s engagements emphasize the "soft" aspects of Central Asian societies, such as water resources management, where Central Asian states’ sensitivities remain untouched. It is EU’s smart but unoffending engagement directing Central Asia towards democracy and market economy that differentiate it from other powers.
