Research On The Act Of Government In Social Management Innovation Practice In Late-development Areas

Late-development areas refer to those regions that in development process locate between developed regions and under-developed regions, that are well-prepared for a future rapid growth, and that catch the critical timing of economy growth. Currently we found not much experience or research to refer to regarding how to boost the economy growth in late-development areas. This research specifically focuses on this research blank, and aims at exploring the general rules of economy growth in late-development areas.Based on a throughout review of both international and domestic researches and data, we chose Shu Yang County as the empirical study sample in this paper, and tried to explore the key to a leap-forward development in today’s dynamic economy environment. From the study we conclude the following bullet points:(1) The imbalance among economic regions is inevitable. However, late-development areas, especially in today’s global recession and under the situation of a global resource shortage, do have their unique last-mover advantages over those first movers in the game. Several late-development countries do achieved a stunningly fast growth over the last decade, by fully leveraging the last mover advantage to catch the global economy trend.(2) Shu Yang County in Jiangsu Province is regarded as a typical late-development area in China:on one hand this county faces development difficulties due to a weak economy foundation, a low urbanization percentage and a severe shortage in social work investment, however on the other hand, this country also owns superiority in political dynamic, a inspiring economy growth rate over the last decade and a strong R&D power in both technology and social system. The key to Shu Yang’s leap-forward development is to fully utilize the advantage this country possess, to combine the invisible hand power of a free market and the visible hand power of a wise and efficient government, to promote political reforms in a moderate pattern, and to accelerate the economic growth and social progress in a healthy and sustainable way.
