Research On Problems And Strategies Of Fushun Universities Volunteer Organization Development

Volunteer organizations in China emerge in the1980s, and nationwide organizations appear in the1990s. Organizations in China initially appear in Guangdong province, and gain the fame of "four first" in the history of China’s volunteer organization development, that is, the first hotline, the first officially registered service group, the first local regulation, the first local fund. In June,16,1990, the first officially registered volunteer organization, Shenzhen Volunteer Federation, was established. In1999, the first volunteer organization regulation was passed by the Guangdong Province ninth session of National Pelple’s Congress Standing Committee, which indicates volunteer organizations in China has been on the track. In June19.2007, the first local fund was established.20years of exploration and practice indicates that voluntary service plays a unique role on assistance, communication, coordination, teaching and cohesion in terms of constructions of society. It is an important way through which citizen participate building harmonious society, it is also the basic way to enhance society construction which focuses on improving people’s livelihood guided by The Scientific Development Concept. Nowadays, university volunteer organizations have become an important force in the process of cultural and ideological constructing. It fills up the deficiency of governing students organizations, and plays an increasingly important role in the process of enhancing cultural and ideological construction. With the speeding up of China’s urbanization process and gradual transformation of government functions, voluntary service is gradually evolved into an important public service organization, many scholars research on how to make university volunteer organizations play their role fully.Based on Voluntary Failures Theory of Lester M. Salamon, the dissertation analyzes the existed problems of volunteer organization of universities in Fushun, points out the causes and puts forward targeted recommendations and countermeasures in terms of the goal of playing volunteer organization’s role. The main body of the dissertation consists of four parts. Firstly, to make literature review of volunteer theory and clarify characteristic of volunteer organizations; Secondly, to introduce volunteer organization service status quo of universities in Fushun, and illustrate clarify the function volunteer organization in the process of society construction; Thirdly, to analyze the existed problems of the volunteer organization service ofFushun universities and points out the causes; Fourthly, to put forward targeted recommendations and countermeasures on how to perfect the development of volunteer organizations service of universities in Fushun, combining with its actualities...
