Countermeasure Research On Perfecting Administrative Decision-making Consultation System In Shahekou District,Dalian

Relying on the decision-making consultation system to improve the government decision-making and uplift the administrative efficiency of government is not only the long-term development needs for adapting the market conditions after China entered the seedtime of industrialized society,but also the urgent needs for responding positively to the changeable international environment and coping with old and new domestic problems in the period of social economy conversion.The opinions issued by the State Council on enforcing the establishment of legal government point that we should treat the public participation, expert evaluation, risk assessment, legality review and collective decision through discussion as the necessary procedure of major policy decisions.As matters stand,in the process of making the major policy decisions,we pay more attention to hearing,public participation and media supervision,while think tanks proved not work properlyThe paper is based on the topic of perfecting administrative decision-making consultation system in Shahekou District,Dalian to lanuch the research.In this paper, the research is made through the ways of literature analysis,theoretical analysis,field survey,case analysis and so on.First of all,the paper analyzes the current situation of administrative decision-making consultation system in shahekou Disrict,Dalian.Secondly,the paper puts forward existing problems of administrative decision-making consultation system in shahekou Disrict,Dalian by counting and analyzing the questionnaire survey results.And then,the papaer takes the development and construction case of Xi’an Road Business and Trade Center as an example,and analyzes the example on the basis of domestic and foreign experience in building administrative decision-making consultation system.At last,based on the analysis, the paper puts forward suggestions for perfecting administrative decision-making consultation system in Shahekou District,namely in the aspect of enforcing the subjective understanding and system guarantee,will strengthen consciousness,establish administrative decision-making consultation system and accountability system.In the aspect of opening administrative decision-making democratization channels,will perfect the system of disclosure of government affairs,open public participation channels,establish the relationships between functional departments and consulting agencies.In the aspect of building supporting platform,will establish associations,give support or preferential in matters of talent and taxation,encourage innovate,build information supporting platform.In the aspect of improving personnel quality,will improve the quality of decision makers, the official and civil decision-making consulting agencies personnel.In the aspect of consultation forms,will through the ways of establishing district head advisory committee and experts bank,services outsourcing,organizing salon seminar to perfect administrative decision-making consultation system.In the aspect of function of non decision-making institutions within the system,will make full use of The National People’s Congress, the CPPCC and the Party School.
