Studies On The Function Of Community Party Organization In Community Culture Construction In Jinzhou New Area

Community culture construction is the important constituent part of community construction, the core and foundation of community construction. Under the new situation, strengthening the urban community culture construction plays an important role for meeting the demand of spirit culture of community residents, enhancing community cohesion, educating and guiding community residents, inheriting community culture, improving the urban comprehensive competitiveness, etc. As the core of leadership for the community organizations and all the work, community party organization shoulders the responsibility for promoting community culture construction, improving the community cultural taste, creating a good cultural environment and meeting the increasing spiritual and cultural needs of community residents.This paper is based on the case study of Dalian Jinzhou New Area, and analyzes the situation and main problems of urban community party organization playing a function role in the construction of community culture, to explore countermeasures of urban community party organization to play a better role in the community cultural construction. It is significant to broaden the perspective of community culture construction, promote the construction of community culture, improve the community party organization’s ability to govern, and accelerate the regional urbanization, etc.Through field survey and case analysis, it found that some urban community party organizations in Dalian Jinzhou New Area have played an important role in the community culture construction, and have accumulated some successful experiences and practices. But because some urban community party organizations didn’t attach enough importance to community culture construction, lack of pertinence measures of conduct propaganda and investment, and other reasons, the role of community party organizations has not been fully played in the community cultural construction. For example, it lacks of cultural talent professional and systematic training, attractive activities, management and assessment measures, and so on. To solve these problems, this paper makes comprehensive use of multidisciplinary knowledge such as sociology, cultural science, management science, and the public management theory, the theory of urban community construction, community party organization construction theory as the theoretical basis. It conducts a project demonstration, and puts forward countermeasures and suggestions that the urban community party organizations how to play a leading role in the community culture construction further in Dalian Jinzhou New Area. The author thinks that the urban community party organizations should play a leading role in the community cultural construction, which is embodied in five aspects. They are political leadership, ideological guide, talents cultivation, planning, organization, coordination, services and party members taking the lead in the community culture activities. And this paper thinks that the urban community party organizations should put enhancing the self-construction of community party organization, and improving the funds safeguard mechanism, talent training, selecting and management mechanism, cultural activities planning mechanism, and assessment mechanism as the main way to strengthen the leading role of the community party organizations in the community cultural construction.
