Study On The Minority Lawyering Of Kashgar, Xinjiang

May,2010, central government had held a conference on developing Xinjiang,and decided to establish Kashgar Special Economic Zone. It symbols Kashgar entered an open type stage of development, this new chapter of developing, on one hand brought Kashgar a development opportunity, on the other hand it also caused some complicated social problems, increased Kashgar’s legal service demand. Kashgar minority lawyering is the one most important localized part of Kashgar’s legal service system, it needs to undertake greater responsibility and accomplish difficult mission. If we investigate Kashgar minority lawyering, we will find that because of the historical, cultural, geographical differences, minority lawyering exists some problems. These problems are:imperfectness of policy, irrationalness of implementing; uneven distribution of law firms, management chaos; severe environment of lawyering, lack of ability and quality. In this condition, minority lawyering can not be able to accomplish his mission, instead it will hinder Kashgar’s construction of rule of law, economic growth, social stability. So it is important to develop the Kashgar’s minority lawyering.This article makes a systematic study on the mining of the minority lawyering research; the active role of minority lawyering; exist problems of minority lawyering, causes. These matters be divided in to there big parts and several small parts to find affective solution.To achieve progress, it is important to integrate humanism into our all work. First, policy and management should represent humanitarian spirit, should care, respect and help minority lawyers. Second, encourage law firms receive minorities and Hans. Promote national solidarity, national respect and understand.Third, minority lawyers should pursue their own values, improve their professional abilities and overall qualities.
