A Research On Issues Of Jinan Community Public Service Supply And Countermeasures

Community is the basic unit of society, the end result of building a socialist harmonious society and the forward positions.As China’s socialist market economic development and urban grass-roots management system reform, community and people’s lives more and more closely linked, community-budilding role in society becomes more and more important. Public services and the community as an important communit-building content, community building reflects an important aspect of the results.Along with economic and social transformation, our country population structure and social structure have great changes in urban communities.The realationshin between urban community and enterprises, institutions, familes have undergone a great change.Accompanied by dramatic changes in the social structure, community public service has become an important carrier of the integration of various social resources to expand the social space to meet the various needs of the society.Community public service direct impact on the material and spiritual culture community residents to meet the needs of the community residents the feeling of belonging,identity and cohesion of the increase, and community residents to actively participate in community activities of the increase. Therefore, how to enhance the community public services and solve community problems in publicservices become the pressing issues awaiting to be studied.This paper studies the jinan city community supply of public services,based on the use of secondary data analysis,questionnaire survey,collate and analyze speculative,described jinan city community public service’s current situation. Through the empirical research on Ji’nan’s community,it finds that the main problems of conununity public service supply in jinan are imbalance between supply and demand,shortage of funds in provision and of supply method, community residents to participate in power is low,low professional level of service and etc. Moreover,there are some achievements that by jinan government in the community public service supply,such as,community public service facilities and the environment gradually improved,the supplier of community public service is becoming diversified,etc.The main causes of the problem are the irrationality of the pertormance appcaisal system on the community public service supply,the development of non-governmental organization is not perfect,the duty of community public service suppliers is not clear,Personnel security mechanisms is inadequate,backward in laws regulations as well as system defects.Finally,it poses the stratagy and suggestions of resolving the problem of the urban community public service in Jinan from three aspects.The author proposes the countermeasures to look forward to playing the role of inspiration and guidance in the construction of public services in Jinan communities.
