Along with the progressing of new rural construction in China, rural community construction became the emphasis of Rural Development. But now, there are still many Difficulties and problems in rural community construction. Especially Class A community discussed in this thesis. It means that With the deepening of reform, Some geographical residents’s communities belonged to enterprises followed the disintegration of administrative. However, the common sense of life and the common region and the economic base made it retaine as a community. Along with the changes in the administrative system, it became a rural community. Compared with the traditional rural communities, Class A community has its own characteristics. It refers that there are many enterprises in Class A community, so Non-farm income holds a certain percentage. Due to historical reasons,There are also some problems such as Shortage of funds,Lack of management and so on. The enterprises in Class A community attracted workers who were come from Other regions, so members in Class A community are diversified.Self-organization means in the process of social evolution, relying on internal community synergies on the basis of material, energy, information exchange and It form the process of self-organization, self-regulation and self-management. Select cases of A-class communities-Sandy Ridge community under the guidance of the self-organization theory. Specific quantification of the self-organizing capacity of six indicators, resource integration force, self-organizing network structure and the degree of development and the situation of residents to participate in public affairs, the ability to self-management, self-service capabilities and self-restraint of self-education and dispute resolution capabilities. On this basis, conduct a survey and analysis of the quantitative results, looking for gaps between the construction of self-organization and benchmark in this type of community. And analyze the feasibility of the construction of their self-organization.By six capacity evaluation and analysis of problems in the construction of self-organizing, Sandy Ridge community is mainly reflected in the lack of the necessary material foundation and financial support, autonomy and administrative contradictions Community Network and residents participatory are unsound, The lack of leadership and coordination mechanism and constraints of the rule is weak, the lack of long-term cultural heritage, the lack of spiritual and cultural life. The emergence of these problems have historical reasons and basis in reality. Sandy Ridge Community self-organizing capacity evaluation also showed that class A communities is suitable for the construction of self-organization, from the internal resources of the conditions, in terms of rich land, forest land and housing resources in the community, there is mutual restraint multiparty main force, residents have strong willingness to participate in public affairs, Business units within the community has the inherent potential to play in the construction of community self-organization. Analysis from the perspective of the external environment, this construction mode in line with the thinking of China’s new rural construction, and the government played a important role in community construction. On this basis, it is proposed to build the System of Multi-stakeholder involvement. Government provides effective guides and necessary policy and economic support, we should actively cultivate internal self-organization power of Class A rural community and effectively use the external resources.
