Product quality and safety issues have been plaguing the healthy development of China’s economy. As early as1993,the state bureau of quality and technical supervision has issued a notice required the quality and technical supervision departments at all levels cooperate with insurance institutions, to carry out product liability insurance and product quality guarantee insurance, and implementation of the compensation terms of the "Product Quality Law", to encourage enterprises to improve product quality. But today our product quality assurance insurance is unsatisfactory. There are many factors restricting the development of China’s product quality insurance, guarantee insurance legal construction lag is one of the important reasons. Therefore, through the improvement of the quality of our products to ensure that insurance regulation has an important role in safeguarding the ease of product quality and safety issues. This is divided into four parts to discuss our product quality assurance insurance building, using the method of comparative analysis, and demonstrates the value, empirical analysis, from the basic theory, analysis of the current situation, foreign experience and other aspects of construction of China’s product quality assurance related regulation of insurance and the corresponding supporting measures, the specific ideas of this paper are as follows:The first part is the basic theory part of product quality guarantee insurance. Expounds the basic theory of guarantee insurance and discriminate the insurance of relevant system guarantee which easily confused with the quality of the products, make the product quality guarantee insurance’s concept more clear.The second part is the analysis of our product quality assurance insurance operation. There is no clear stipulation about guarantee insurance in our in the legal system, by examining the quality of products to ensure that the insurance difficulties exist in the real operation, to find a reasonable way to resolve to improve the quality of our products guarantee insurance regulation.The third part is about the main content of the foreign products quality guarantee insurance and evaluation. To research quality of products in the developed countries to implement the legislation system and product quality law experience, summarizing the quality of construction of rule of law in developed countries experience, to provide a useful reference for our construction of the insurance product quality assurance.The fourth part puts forward the Suggestions on the construction of quality guarantee insurance in our country. Through the improvement of product quality assurance insurance regulation and corresponding supporting measures, to promote the product quality guarantee insurance develop smoothly.
