Research On Legal Question Of Transboundary River Water Resources Utilization’s Cooperation Between China And Kazakhstan

With the changes in the pattern of international political and strategicimportance of water resources has become increasingly prominent in the internationalcommunity,with the utilization of water resources of transboundary rivers cooperationbetween countries is increasing, which produce the problems are increasing. Use ofwater resources of transboundary river cooperation is an important and sensitiveposition in the Sino-Kazakh relations. China and Kazakhstan were going a series ofconsultations and negotiations to end this, and has made some progress. But it shouldbe noted that this issue of water resources and will not be satisfactorily resolved in ashort period of time. Therefore, China should raise the degree of attention on the issueof transboundary river water disputes, there are deeper considerations. At present,China’s cross-border rivers utilization of water resources for collaborative researchfocusing on transboundary river-the Mekong River Basin of the southwest region,transboundary river cooperation in the use of resources of the Northwest region articlealso rarely. Ili and Irtysh transboundary river in China and Kazakhstan, transboundaryriver water resources in the use of legal mechanisms of cooperation betweenKazakhstan, so this article focuses on building a more perfect this theory.This paper uses the historical research, empirical research and comparativeanalysis of research methods, First, the introduction of a transboundary river waterresources and the use of cooperative basis in international law; Second, theoreticalanalysis of the current situation and problems of cooperation in China and Kazakhstantransboundary river water resources utilization; Finally, focusing on the transboundaryriver water resources utilization between China and Kazakhstanlegal mechanism ofcooperation, trying to build an efficient, reasonable,legal mechanism.
