The Research Of Cost Management Problem About Natural Disaster Recovery And Reconstruction In Our Country

Frequent disasters take place in our country, with the characteristics of variousdisasters, wide range and severe losses, which cause a common phenomenon that thegovernment has to pay much more cost, whether to prevent it or respond to it or therehabilitation. In this aspect, it is extremely meaningful for the country to reduce thelosses and cost in natural disasters by effective public crisis management, especiallyin the recent time when constructing the economical and service-oriented government.The purpose of applying cost in crisis management is to establish consciousness ofcost-benefit and economical resources, in order to make full use of resources. Thispaper bases on some important definitions including cost, recovery and reconstructioncosts as to analyze the components and influence factors in natural disaster restorationand reconstruction. At the same time, combined with some cases and related dataanalysis, the paper introduces the cost problems of restoration and reconstruction,such as inadequate cost investigation, unreasonable cost share and structure as well asinvalid controllable cost and inefficient cost usage. On the basis of above analyses,the last part puts forward to the countermeasures of solving those problems thatrelated with the restoration and reconstruction cost.
