Build a service-oriented government is the need of modern public administration progress, is also the inherent requirement of the China’s socialist market economy development, the political improvement and the building of a harmonious society. If the government truly completes performance from the control-oriented government to service-oriented government, fulfills the functions of public services and social management under the guidance of concept serving people, resolves the contradictions of internal and external, in this case it truly realizes the goal of building a socialist harmonious society. Civil servants are the decisive factor how to implement the government service. Civil servants and civil servants are the main building service-oriented government, and their work attitudes and behavior directly determine the success or failure of the transformation of a service-oriented government. In the modern organization, the organization’s members work efficiency and enthusiasm depends on the status and level of incentive to a large extent. Premise of building service-oriented government, how to make the civil service to establish a fundamental concept of serving the people and how to improve their work enthusiasm, inspire creativity, cultivate a high-quality civil servants in recent years gradually become one of the focus of attention of academia and reform decision-makers, and a key way to solve this problem is to improve the civil servants incentives.The paper researches civil servants’incentives under the perspective of public sector human resources management, focusing on perfecting cadre incentives in the context of building service-oriented government. Firstly, this article explains the theoretical basis of the service-oriented government and its connotations. Secondly, through literature analysis discusses motivation theory, the theory and practice of the domestic and international civil servants incentive, pointing out the theoretical basis building civil servants incentives. Then, using historical analysis recalls the60th over the years of the cadre system construction and improvement of the course, sums up the achievements and experience, analyze the problems and shortcomings at the same time. Finally, the paper makes suggestions of building the civil servants incentives under the perspective of a service-oriented government, such as, improve the civil service pay system, scientifically standardize civil service examination system, perfect the civil service civil servants’ non-material incentives, in order to motivate civil servants maximize the extent and achieve the goal of building service-oriented government.
