Since reform and opening, International Non-governmental Organizations (INGOs) in China have grown in strength and the development has begun to take shape. But as a part of the social development, it’s very important to establish what kind of relationship between the International Non-governmental Organizations (INGOs) and Chinese government. How this relationship is conducive to social development and to solve deep-seated problems has become the focus of the public.With Oxfam Hong Kong as an example, the paper includes four parts:the part one explains the research topics; The part two discusses the theoretical overview of the relationship between International Non-governmental Organizations (INGOs) and the national or local governments to which they unavoidably face if they are succeeded in their purpose; The part three explores the relationship between Oxfam Hong Kong and Chinese Government. After raveling all the successes and failures of Oxfam Hong Kong’s performances in China, the part four puts forward the author’s suggestions on how to build a healthy and beneficiary relationship between International Non-governmental Organizations (INGOs) and Chinese Government.
