Two different management stages have experienced since the establishment of nature reserves in China. Regulation management mode was adopted in the first decades after the establishment of nature reserves, which was generally considered to be the first management stage. The second management stage was formed from the reflection of the traditional management after China’s reform and opening-up, which emphasized the participation of the community residents in management program decision, implementation and evaluation. An advantage of the second management mode is that the reserve resources are managed by community, local government and reserve administrative organization jointly. It is obvious that ’participation’is the main feature of the second management stage, so this stage can be called ’participatory management mode’. The participatory management mode was aimed, firstly, to develop the biodiversity through sustainable using the resources as well as reducing damage to it, secondly, to minimize the restrictions on community development caused by ecological conservation and help communities develop economy, improve living standards and coordinate the relationship between protection and development. The participatory management mode is widely used both in china and other countries presently, which plays a significant role in both ecological protection and economic development of reserve community.’Community co-management mode’ and ’agreement protection mode’ have been developed since the participatory management theory was promoted to the areas of Chinese nature reserves management. This paper firstly analyzed the practices and development of the two modes in China, and given a deeply research to the current implementation situation and existing problems through the analysis based on the theory of public governance, sustainable development, regional economics. Meanwhile, project instance the agreement protection of Liziba, was given and analyzed. The following idea was presented from previous analysis, the participatory management mode currently should focus on the development of’community co-management mode’, and committed to fostering participation awareness and participation levels of residents, further, the ’agreement protection mode’ can be promoted in small-scale where the management situation was optimistic and have a ripe to reform, finally, a modest expansion can be done with the previous experience. Some specific measures are given to advance and ameliorate the participatory management mode of Chinese nature reverses in the last part of the paper.
