The Analysis Of The Emergency Capacities Of Disaster Resistant Community:

With the continuous development of information technology and the continued integration of social globalization, the community has become a peripheral nerve and the base unit of the running system about the modern society; and at the same time, it also acts as a forward position to prevent and respond to social public crises. The stability, unity, harmony and a sustainable development of the community could be directly related to the stability and prosperity of the whole society. With the advent of the risk society, intensified crises seriously threatened the survival and development of the community. Community risks are becoming unstable factors which invading the community—even the overall organization of the whole society.The management of community-based disaster mitigation, the construction of disaster resistant community(DRC), and all topics those like these gradually become the trends and the inevitable products of the modern society. At the same time, how to construct the emergency capacities of DRC naturally becomes a critical question which people specially concern and focus more often. The government also should immediately promote the emergency capacities of DRC to perfect the national emergency management system, in order to maintain the sustainable development of the whole society ultimately. This has become a realistic question whichwe must consider and solve. Enhancing the emergency capacities of DRC has become a critical and extremely urgent mission to all of the governments in the world who are facing the risk society. It’s also the major project our Chinese government should to advance in our development of building DRC.This thesis structures a basic frame about the contents of DRC’s construction on how to promote emergency capacities, and a basic frame about its indicator systems on how to assess the capacities. It combines the methods of AHP and FCE to analyze and assess the construction status about the emergency capacities of Dijiatai, Baiyin City—one of The National Disaster Resistant Model Community for example. Based on these problems which have been assessed, it deduces the basic problems about emergency capacities’construction of DRC in china. At last, it gives the specific action strategies. This study provides a kind of inspiration for the future construction of DRC in china; and also, it may provide a reference to the research and learning in the future studying on our construction of emergency management system in some degree.
