The rise and development of new public management in western countries have made government performance evaluation an increasingly important issue both in the field of theory and practice. Driven by Chinese administrative system reform, Chinese government performance evaluation which has achieved certain results is still confronted with series of difficulties that lead to the government performance evaluation results deviation. Such deviation would not only influence the realization of the value and function of government performance evaluation, but also slow the pace of Chinese administrative system reform.Focusing on the environmental deviation of Chinese local government performance evaluation results, this paper first examines the external environmental factors facing Chinese local government performance evaluation by summarizing the dilemma of Chinese local government performance evaluation, on the basis of literature review and related theories. Then the paper classifies the environmental deviation into three types—institutional deviation, political deviation and cultural deviation—according to those environmental factors. Then the article analyses the manifestation and formation mechanism of these three types of environmental deviations through the introduction of "Gansu model" which is one of the typical cases of Chinese local government performance evaluation practice. And it finally concludes with some suggestions for repairing the environmental deviations of Chinese local government performance evaluation results in the context of Chinese administrative system reform, hoping to call for extensive and in-depth research on this topic and then promote scientific and effective government performance evaluation.
