The U.S. tariff act of1828was the climax of the series of the protective tariff legislation, and therefore it was considerably controversial in the certain period. The development of the U.S. economy provided a motivation for the Congress to legislate a new tariff act of1828. Manufacturing industry was prosperous, to some extent, and the textile industry developed rapidly especially. Thus manufacturers were eager to make the Congress pass a new protective tariff act, considering the ruthless and relentless competition of the European commodities. Manufacturing also increased its demand for raw materials. Hence farmers had a same desire as manufacturers for a new protective tariff bill to ensure their capture of the domestic raw materials market.The Committee of the House of Representatives on Manufactures motivated by manufacturers drafted the tariff act of1828. A heated debate of the Draft began as soon as it was made in the House. Each area of the U.S. had distinct attitude towards the tariff act. Some of the New Englanders oppose the act, while others proposed. Most of the westerners welcomed the new tariff act, whereas Southerners unanimously hated the new act. Technically, the act might not be passed in the House, for the reason that the seat in the House was based on popluation of each states. Southerners owned a large amount of seats in the House, meanwhile New Englanders which can match Southerners in number was splited and the number of seats owned by westerns was considerably deficient. Sruprisingly, the act was passed in the House whatsoever. This majorly stemed from the party politics.1828was a presidential year and the presidetial candidates were John Q. Adams and Andrew Jackson. The Adams men wanted to pass a new proctective traiff act for gaining the support of maufactruers in New England. However Jackson men had gathered the opponents in the Western states and Southern states. Actually, the Draft was a political trick manipulated by the Jackson men to plot against Adams men. Jackson men were the majority in the Committee that drafted the bill, and therefore they intentionally drafted a bitter bill with some exaggerated articles which the Adams men could not bear. Hence, the Adams men came to a dilemma. If the act was passed, they would lose the support of westerners and southerners. If the act could not be enacted, manufacturers in New England would also abandon them. Finally, the tariff act of1828was passed in the Congress with the compromise of the Adams men.Because of the influence of party politics, the tariff act of1828was economically unreasonable in some degree, which led to a lame and crippled economic effect as well. On the contrary, the political effects of the act were more influential. The presidential election of1828and many political events occurred afterwards had, direct or indirect, connections with it, like the Nullification Crisis from1832to1833especially.
