The Party’s seventh session of the Fourth Plenary Session has put forward the strategic tasks of construction Marxist learning-oriented party. This is an important strategic initiative for the overall situation of advancing the socialism with Chinese characteristics and Party construction. Party organizations at all levels should make joint efforts from all aspects of the various fields-to promote the construction of learning party. The university party construction is an important part of party construction, so the study on theory and practice of promoting university party construction has also played a significant role. This article focuses on construction learning-oriented party in university form these five parts.The first part is the introduction of this paper. This part is the basis of the whole text, mainly studies on the background, significance and research contents ideas and methods of the universities to promote the study of learning-oriented party.The second part has elaborated the relevant concepts and the significance of construction the learning-oriented party in university. This part is mainly about the theory of organization, learning-oriented party, and learning type of party organizations, it has put forward the significance of the universities and universities to promote the construction of a learning party by combining with the characteristics of university party organizations, mainly including the inevitable choice of conforming the social development is an important part of the construction and development of Marxist learning-oriented party, and the necessary needs for university development.The third part has elaborated the status and barriers in promote the construction of a learning-oriented party of universities. Analysis from three aspects that organizational innovation, institutional innovation and theoretical innovation to elaborate the effectiveness of university learning-oriented party construction, and put forward the existing problems:First of all, the institutions of higher learning-oriented party construction slightly lack of planning. Second, the institution of higher learning-oriented party construction is kind of fuzzy. Thirdly, the construction of party organizations to promote the path of learning type is not very scientific. Finally, the institution of higher learning-oriented party construction evaluation system is not very sound. The factor of barriers has been analyzed by combining the subjective and objective factors, subjective factors include lack of reform and innovation consciousness of party members, the relatively weak sense of democratic participation and learning awareness is not strong enough. The objective factors mainly include the lack of effective executive-led, effective mechanisms, methods of work and an effective system to protect.The fourth part has elaborated the basic path of the construction of learning-oriented party in universities. This is the emphasis and difficulty of this study, the writer believes that it can be constructed from the following four aspects:First, update the learning concept, including the build times, lifelong learning and team learning concept discussed; Secondly, enrich the learning content, which adheres to the basic theory of Marxism education, popularization of education in Marxist theory in China, expansion of socialist core value system of study and education, enrich the knowledge of all aspects of education required for modernization; Thirdly, improve learning methods, mainly focus on strengthening and improving the leadership cadres, leadership team demonstration, retreat discussions, seminars, construction of grass-roots party branch, paying more attention to classroom learning, emphasis on learning education platform construction; Finally, improve the institutional mechanisms to better the leadership mechanism, working mechanism, incentive mechanism, evaluation and supervision mechanism, and the conditions of security mechanism.The fifth part has elaborated conclusions and outlook of this research. The study has drawn the following conclusions on the basis of previous studies:First, university learning-oriented party construction has played an important role in accelerating social development, promoting the learning-oriented party construction, and enhancing its own power; Second, although the construction of university learning-oriented party has begun to take effect, there are still many obstacles in advancing the process, resulting in the some exposed problems in construction of learning-oriented party in university in our country; last, in order to carry out the construction of learning-oriented party successfully, it needs more scientific and comprehensive promotion path. However, the study is not perfect whether it is tested from the width and depth, the writer expect the research can be integrated into more rigorous scientific research methods in the future, to further broaden the horizons in research learning-oriented party.
